In an open market, where businesses are free to compete there would be entrepeneurs there to fill the void.This does not happen in markets were bureaucrats and lawmakers hinder the market place with onerous regulations that put the cost of entry out of reach for everyone, but the corporations that are large enough to handle the cost. Corporations send lobbyists to meet with lawmakers for just this reason, and that is how big business works.
